设计倡导新时代政府职能机关高效廉洁的办公形象，力求大方而朴素、雄伟而亲和。建筑形体黑白、虚实、大小、刚柔呼应对比，错落协调，象征正义与人性共建于法律的基石之上。建筑设计同时考虑与周围建筑的协调关系，并考虑长安街上不同历史时期建筑对城市发展的影响。
设计合作视觉艺术家仲松，设计顾问已故艺术大师陈逸飞。设计中感受陈逸飞先生对大视觉艺术与综合艺术的倡导，及对艺术执着与忘我的敬业精神。

The design, which is sober, decent, grand and affable, sparkplugs a new efficient and disinterested image of the governmental functional organ in new times.
Design cooperator: Visual artist Zhong Song; design advisor: Chen Yifei. During the design process, the designer was impressed by Chen Yifei’s advocation for grand visual art and comprehensive art, as well as his pursuit to art and dedication to his works.
